Can anyone identify this?

For all the world to me, it looks like an older piece of crypto equipment.

What does the label say? I can't quite make it out.

Are there any other identifying marks?
 
Label says something like:

"CROSS ??CTION SENSITIVITY UNIT"

I can't make anything else out on the label but "texas Instruments"

Towards the bottom, partly obscured it reads:

"?? Designation on this
??? 3900 series"
 
MTI = Multiple Tone Interference

My guess is this is a chunk of an old machine that probably controlled something that needed to be precise in its movements. With knobs labeled with Delay, Slope, Amplitude, it looks like it was controlling a frequency of some kind. I'll see if I can enhance that tag a bit.
 
Actually, come to think of it, with Amplitude and Slop, TX Pulse Suppressor with Adjust, you don't think it had something to do with say, a large RF tower or something?
 
Hmm, I typed its instrument labels into Google and it kicked back MTI Radar.

I got a few ex military dudes that worked in radio and telecom. I will show this to them next chance (or call them to hit the site up and look at the pic). One guy I work with did stuff on a carrier with radio, radar, sonar, and the whole nine yards. Perhaps he knows.
