Cheapest fair-quality and non-USB logic analyzer/oscilloscope?

Any need for speed? You may get the best bang for the buck in the used market. My HP 1663A logic analyzer cost me $45 shipped. There should be an ocean of quality used scopes out there.

If you're determined to get something new, Rigol and Siglent have some reasonable prices for decent quality. I have to confess that I often retreat to my old Tek 465A analog scope for a lot of measurements--it's easier to use than most modern DSOs.
