Do You Think This Actually Does Something?

I have wondered about this for some time now, but never bothered to try and figure out if it is just an elaborate business card, or if it actually does something if you provide power and an interface.

If you look closely, you can see there are traces and each chip is interconnected. There seems to be a 40 pin and power connections. There are also resistors.

Looks like a business tech demo and the chips are probably rejects.
One thing I noticed is all chips (but one) have 8500A-A and one has 5800A-A. When I looked up some of the chips by the other markings, they had something other than the 58 or 8500A-A. So either they get marked after testing, or these were marked this way to identify ones used for demos and/or advertising.
 
The chip selection doesn't really make much sense for a functional unit.
80186 CPU, 8052 MCU, 9517 DMA controllers, 8253 CTC, 8255 PPI.

Surface mounted PLCCs.
