I came across this interesting object a while back, as I correspond with the project creator pretty regularly, but basically, it replaces the original TI VDP by plugging into its socket and replaces the Composite Video output with a standard VGA signal. It has been tested in all known video modes for the TI chips it replaces to ensure full compatibility, and it adds some features, an 80-column mode being the most obvious, though it also adds some interesting modes for sprite use.

It is called the F18A, has been tested on the TI-99/4A (for which it was developed initially), Toshiba HX-10 MSX1, ColecoVison Game Console, ColecoVision Adam Computer, SpectraVideo 328 Computer, and is being tested on the Tomy Tutor now. Details can be found at Matthew's site:

He's got it open for pre-orders for a full production run--the current prototype series is identical to these, as the hardware has been stable for nearly a year--the real problem was making it work identically to the original hardware without any inconsistencies. Price in his web store is $98, so it isn't cheap, but it does eliminate the dependency on Legacy monitors.
