IBM 4707(e) monitor powers on but no display

I have this neat little 9" monochrome SVGA monitor that was working great until very recently. The monitor powers on, I can hear that high voltage is running and the monitor is detected by whatever it's hooked up to. I can even change resolutions and as far as the computer is concerned it's working just fine, But nothing ever appears on the screen. CRT heater filament is glowing. No bulging or leaky caps, no scorched resistors or anything else that looks out of the ordinary. Some mostly aimless prodding doesn't reveal any voltages (or lack thereof) that look concerning but I can't find a service manual for this thing so I'm kinda working blind. The monitor is labeled model 4707 by IBM but from what I can tell this is technically the later 4707e because it supports 800x600. Made in Korea so I assume there are maybe other monitors out there with the same chassis or at least very similar designs, if anyone knows of any please let me know as I might have better luck finding the manual that way.

I forgot to mention that I'm not only not getting any video signal displayed on the screen, I don't appear to be getting a raster at all. Cranking up the brightness, contrast and sub-brightness controls has no effect. The screen stays totally dark and there are no retrace lines or anything else visible.
