Is my memory error a ROM error?

I've been trying to fix my 1000 RL/HD with no success. When I power it on, I get random characters and colors on the screen. I say random, but it's actually the same image every time. I tested the voltages at the output pins from the power supply, and noticed that they were not steady. So, I recapped the supply, and now have steady voltages. Unfortunately, this didn't fix my memory error. The same beep code indicating a memory issue still sounds. I have previously replaced all the RAM chips in the computer to no avail. Is there any chance I have a ROM problem, and not a RAM problem? And if so, can these machines bypass the ROM by booting from a floppy? Thirdly, does anyone know if there's a special boot image needed for these, or can I boot from a standard DOS 3.3 boot disk?
 
Does anyone have any experience with the ROM chips failing in these and how that manifests?
