Mere Mortals seeing unapproved topic messages?

Occasionally I'll see a thing like this on the "New Topics" feed:



If I click on that topic I'll see a "Sorry, you are not authorized to view this page. For assistance..." message. That latter part makes enough sense, but is there a permission set incorrectly that's letting me see that an unapproved topic exists at all?

... Actually, to expand on this, if I click on the user's name in the right column over there I'll actually see the starting digest of their unapproved post and I'm able to click "more" on it. This also seems a little sketchy.
