I think that he fouled up the reference and that it's the same as (or closely related to) the Texas Instruments TI-99/4A Speech synthesizer.

Who buys a shrink-wrapped unit, possibly rare, only to recycle its components? I mean, it is a nice listing of contents to mention every gate, resistor, trimpot and chips, but it is the unit as a whole that is interesting? At least I would find it easier to program a serial port to send the data the whole box needs to speak than lift the synthesizer chip and insert it into something else (what?).
