May be bad vsync in the video circuit. First and easiest check is the R10 pot, inside the RF shielded box with the 6560 IIRC.

Is it the two prong or seven prong power connector version?
If it's the seven prong one, check that your power supply outputs the correct voltage for the 5V DC rail. Those power supplies are similar to the ones for the C64 and are unfortunately known to fail in a way that may damage the computer.
It's a long shot but an incorrect voltage on the 5V rail might give weird analogue faults on the video output as a first symptom, perhaps?
