I turned this up digging through my backups from the 00s
I assume it is a Files-11 disk image

Although, I don't think it is related to VMS 2.0, TBH. All I see there looks like V5.4+ stuff, and the timestamps of almost everything on the image are from around the 1990s, which is a bit too "late" for VMS 2.0.

It does contain VMS listings (albeit not 100% complete) for the abovementioned versions (5.4, 5.4-1, 5.4-2).
