What is Superchip 04313

The PET 2001-16N BS I have has an unknown rom installed labelled Superchip 04313
I can't seem to find anything about this chip so my question is what is it and how do I use it?

I've been looking for it for a while and can't find it. I have been in touch with the author from Supersoft but he can't find one.
