Long process...here is an overview:
I take the original and scan it in as a PNG file. I use INKSCAPE and make a rectangle with the measurements of the original. (If I remember, the 202 graphics and button layout or mirrored vertically)
Using calipers, I add circles for the buttons and the two pins that hold the clear plastic in-place.
I add the scanned PNG file as a layer so that I have a template.
I adjust the layer position and size to fit in the rectangle.
The layer with the rectangle and circles are send to a craft machine cutter (Cricut) to cut white card stock paper. Don't remove the pieces from the sheet yet.
Back to INKSCAPE I hide the rectangle/circle layer.
INKSCAPE has the ability to take a graphic and convert it to vectors. (vector information is text)
The next step is where experience with vector primitives are needed to clean up the image. INKSCAPE can display the text next to the graphic so as you delete un-needed items you can see the result.
Once the graphic looks satisfactory, I export it to SVG for the Cricut to cut color vinyl.
A transfer sheet is applied to the front of the vinyl and using dental picks remove the unwanted areas.
The transfer sheet is carefully aligned over the card stock. It gets hand rolled under pressure onto the card stock.
The transfer sheet has a weak adhesive and is easily pulled off leaving the vinyl on the card stock.

As far as your missing graphics, will have to use images from the BSPs page 2 from
https://telecomarchive.s3.us-east-2.amazonaws.com/docs/bsp-archive/592/592-013-100_I3.pdf has a nice image.
I can scan text image and may find replacement fonts. The Bell System logo is also online.
Some fonts are free while others can be obtained for a fee.
