Clearly from the wirewrap wires the adaptation needed help. If the Signetics chjps are 3000 series, they are bit-slice technology, look that up. Maybe a demonstrator board, maybe someone needed to build a fast processor on-the-board for some purpose. Forensics is to dump the bipolar PROMs and see what the codes say, a bit of work to do that.
