Blue dots on screen in VGA

When I play certain games in VGA with my tandy comp VGA card an vgm 200 monitor I have blue and white dots on the screen. Other games there are no blue and white dots. Is this a sign of a bad monitor and or VGA card? Or is this just the old software on certain games.

Run Screen Thief to take a snapshot of the screen. If the dots are in the screenshot, it's not the monitor. If they're NOT in the screenshot, your monitor has some dead/broken/stuck pixels.
