How do you transfer Laser 128 data files (ProDOS) to a PC for use on the PC?

The best resource is to consult the Apple ][ FAQ which can be found in various places around the internet (web, ftp, gopher, etc) which is easily found by a quick search. Here's one location:

The answer to your question is located in section 6 which is probably not in part1 but somewhere in parts 2, 3, 4, you can just read the FAQ and it will give you a variety of methods of transferring from an Apple ][ or clone to a IBM/MS-DOS/Win compatible computer.
