Fdisk and wondows report different drive size

I was installing some software on a system today (another Windows 95 box) when I ran out of space. I checked and for some reason the 2Gb WD Caviar 22100 was only using 1Gb of its space. I checked fdisk and it's reporting one partition exactly 2Gb in size. What gives? Why is windows refusing to let me use the rest of the drive even though it is all one partition?
I thought that you got the sizing issues if your drive was bigger than 2Gb (as this is FAT16 I'm using).
 
Well I'll take a guess and think that the reason that I'm having the incorrect size issue is because hen I reloaded the software on the system from an old recovery cd the system initially had a 1Gb drive. Now this is no longer the case and there is something telling the system (probably something in the registry) that no matter how large the drive is, it can only use one gig of it, no exceptions.
