A quick question

Hello, I was wondering how to get a signature in my profile. I tried but it says
Sorry, you are not permitted to have a signature. I assume I have to have a higher rank but what is the rank needed?

I think I set the signature post count to ten or thereabouts.

Why? Because too many "users" were creating accounts with spammy signatures and never posting - using the boards as a way to get their message out without being real participants.
