Cant readi High Density media

I have been using CT-6260H floppy drive controller for many years now on my XT.
I've been always using a 5.25" floppy and 3.5". Both drives have been working perfectly but I could never get them to take High density media. For example the 3.5" drive will not read 1.44M diskettes only 720kb diskettes. Same goes for the 5.25 drive. I tried altering the jumpers on the controller but no luck. Its been troubling me for years now and I really feel the urge to explain this or hopefully solve it :)

Is the floppy BIOS enabled? Does it give a message at boot time?

Oh, and Mr. Obvious moment: I assume that the 3.5" unit is a bonafide 1.44M drive and not a 720K one. Similarly, the 5.25" needs to be a 1.2M drive and not a 360K one.

Yeap the floppy bios is enabled and i'm sure the 3.5" drive is 1.4m capable
I dont get any floppy controler message on boot. Is it me or Is the controller missing the BIOS eprom? :S
