Amiga HELP: device name

Hi, I'm currently playing with Workbench 2.1 on an Amiga 500 with A590 hard disk. When I try to install some software from Aminet (e.g. Multiview) it asks for the documentation to be placed in a HELP: device, but this doesn't appear to be assigned on Workbench 2.1. I know I can simply use the assign command to assign a directory to this device name, but which directory is normally used for this purpose? When was this HELP: device introduced: with Workbench 3.x?

Answering my own question (apparently from a 3.x startup sequence):

Assign >NIL: LOCALE: SYS:Locale
Assign >NIL: HELP: LOCALE:Help DEFER
