Apple IIe R16 very hot and not video-no beep

I fished this 1982 ][e board out of my storage. This board has the soldered in ram.
With a good power supply when started it has not video - no beep - and the resistor at R16 but the power plug
is hot as can be. Enough so I need to power down the board.

I noticed on Reactive MIcro's site this 75 OHM 2 Watt resistor is not needed with their power supply.
It has good resistance but replaced it with a known good one anyway - same result.
All voltages check good. I wonder if anyone has had this resistor want to burn their fingers
checking for hot chips.?

After spending more time with this board I noticed it had an upgrade to the enhanced ROMS.
I put the board back to the original configuration, and it booted normally. Now I know all the support
IC's are good and the memory is good. Really good because it is soldered in. Now to go and find which, if any, of the
enhanced IC's are bad. Why that resistor got hot in the first place I do not know.
