Apple Lisa PSU

I recently won an Apple Lisa 2 on eBay. This is the description:

The Lisa is in very good physical condition overall. There are no apparent cracks and the plastics have minimal yellowing [for it's age]. However ... it does not power-on. The PSU [power supply] makes a rapid "flicking" sound. Even with a known working PSU - the power button light and the video screen remain dark.

Can anyone give me any ideas on what the problem is and how to fix it.
 
With a known working PSU? Are you sure about that, did you change out the original PSU with a whole other PSU of the same type?

I'm not very knowledgeable of Apple or Macintosh computers, but I believe the Lisa 2 was one of these Apples with a HD? If so, that may be what was making the flicking sound (some old HDs would make a clicking noise when it is reading or perhaps "trying" to read). I have a friend with a Lisa who said his HD was failing and the brake in it usually broke so it either did not spin up or so, but I think he still got a screen.

Did you check if the CRT filament in the Lisa glows, if so then it must be the computer not generating any video.
