CD- ROM won't initiate. IRQ conflict or bigger issue?

Replaced motherboard on 486 and am having issues with the cd-rom. Won't initiate on boot. Get error stating issue with board or cd-rom power. Ran soundcard setup as was having problems in game and it changed irq from 11 to 5, after that cd-rom doesn't initiate. Here are original files vs new. Tried adding the switches in new as seen below. Help would be greatly appreciated!

Was the CD-ROM ever working before?

What sound card, what CD-ROM, and how it is connected?

You are loading a CD-ROM driver for the proprietary Panasonic interface. Are you actually using a Panasonic drive and that interface? Note that despite the same connector, that's *not* IDE.

As mentioned, the proprietary Panasonic driver (CDMKE.SYS) is for the the old Panasonic/Sound Blaster drive. That drive usually connected to a 40-Pin connector on the Sound Blaster sound card...but the interface did not support IDE CD ROM drives.
