Commodore PC SL386SX-16 boot problem 4-1-3-1 beep sequence

Hi,

I am restoring an old Commodore PC SL386DX-16.
It was completely dead, so far I replaced the 82C215 address/data buffer chip and fixed a lots of broken traces on the board.
Now it started to boot BIOS and immediately reports an error with a beep sequence 4-1-3-1 and this sequence is repeated all the time.

This seems to be yet before ISA bus or any of the serial/parallel/floppy chips are initialized.
4-1-3-1 sequence is not documented on the Internet nor in the service manual. Service manual says this is a Commodore version of the Phoenix BIOS. The EPROMS say: V1.03, although it may refer to the Commodore numbering scheme.

Any hints what this could mean? This would help me tremendously in moving further, instead of checking component by component.
