Getting a DOS Laptop on the Internet - need help

I've got an old 486 laptop that I'm wanting to get on the internet. I've never successfully set up a DOS machine on the net, so I'm not quite sure what to look for when it comes to the settings. I tested the hardware in my Windows laptop, so I know that end of it works fine. I'm using a 3Com EtherLink III card, Model 3C562C/3C563C on a Toshiba Satellite 110CS

Here's what happens when the Ethernet driver loads up:

No Card Services found. Enabler is being used
A Etherlink III+ Modem PC Card is Detected
Current Card Configuration:

LAN IO Port = 300h Lan IRQ = A COM = LANONLY
Card State : UseEnabler
PC Card Configuration Manager is loaded.

Here's what happens when the Packet Driver is loaded:

Warning: 3C589 could not be configured using Card Services.
No Card Services or Card Services is not responding
Driver will now try to enable 3C589 using PCMCIA host hardware.
3C589 configuration using hardware enabler succeeded.

When I try firing up Arachne, it find the packet driver, but can't connect to the internet.

I tried installing the Card Services for this laptop. The Ethernet driver finds Card Services, but the packet driver does not.

Does anyone have an idea of what's going wrong here?

After talking to a guy at work about this, it seems that I'm missing a TCP/IP stacker which makes sense. It's been years since I've worked with the raw meaty parts of internet connection, so I'm allowed to forget a few things
