Yeah, some of the Govt places seem to look knackered most of the time. I have to goto one each fortnight to report my work status. Unfortunately, it's bad when you get there late in the day, sure there've been there all day & are a little crankey - but I'm nice & easy - you'd think they would comply with that?
Lots of these departments have some sort of service - or if something is required & form is usually available for a Permit. In Australia you need a permit to perform certain tasks out in the Environment - such as Control Burning, Seed Collection or even collecting samples from certain plants (which exclude abundant plants or weeds).
