Help with an ICL Personal Computer Model 30

I just acquired an ICL Model 30 computer with a monitor and printer. It is a 240V model.

I used a Variac and a step up voltage converter to bring it up to proper voltage. The monitor and printer came to life. The computer fan turned on but I get no response from the computer - hard drive and floppy drive do not start up. No lights on the front panel. There are boards installed all by Rair and dated 1981.

The monitor comes on in what appears to be a terminal mode. Keyboard is somewhat responsive. The monitor clicks on each key pressed but no change in screen. There is a blinking cursor top left which doesn't show up in the photo.

I have a boot disk and several blank disks from ICL but no manual. Is there a trick to getting it to boot?
