Uhm... Are you SURE that's 1997? It's got STYLE tags and is in a XHTML 1.0 Tranny document... which would be a year too early for it to exist, and five years too early for anyone to actually be building sites that way.
Though the rest of the document is quite clearly HTML 3.2 and the proprietary pre-STRICT crap, so it's ALMOST period correct... Particularly the center tags, much less closing and re-opening the tag for nothing meaning something like Nyetscape Composer was likely used to build the page.
It looks more like a 1997 design that someone threw some post 1998 code on top of any-old-way.
