Macintosh Portable M5126 Repair Needed

I am in the need of someone to troubleshoot and repair a Macintosh Portable M5126.

I had the board professionally recapped and rebuilt the battery pack. The board is getting the proper voltage but all I get is lines upon start up. No disk seeks, etc.

I am in the Los Angeles area.
