Interesting - the archive link implied this would be one install with all 3 languages, instead it appears to just be 3 separate win98 folders one for each language. Still solves my problem neatly.

Will let everyone know how it goes.

Well that worked a treat. I tried out the simplified chinese first(since I didn't know if I need trad or simple). Turns out yes I can install windows 98 with my eyes closed.

The game that began this quest works fully under simplified chinese and is playable. Or at least as playable as it can hope to be in a language I don't speak. Mostly its just fun to see something like this work after 20 years on a shelf.
