Sony 13m20 CRT Horizontal Smearing/Streaking cause?

Hello! I have this amazing little CRT Sony 13m20 that i use for gaming and yesterday i started noticing an issue that is occurs mostly in darkish color backgrounds with text.
The OSD text is also affected by this issue, i have a picture that shows the problem at hand : PIC
At first i thought it was the cables i was using but it wasn't since i tested em on my other CRT and it's perfect.
I also thought it could be a case of high contrast / brightness / sharpness but again it was not the case, so i'm assuming it could be some sort of old component on the board causing the issue, could it be a Cap?

Smearing is usually, but not always related to bad capacitors. Here's an old video showing what to look for to replace.

Just finished watching the video. My TV is not washed like this one but it does have the same exact issue with the OSD Text as shown in this video, I will try and replace some caps around the flyback.
