Sun SPARCclassic hangs at POST

This is what I get when I try to start up. Without memory, it hangs at the exception. I'm presuming Tsunami is the CPU itself. I'm not sure if this is something that can be solved with capacitor replacement or not.

I ended up getting a SPARCstation LX motherboard on ebay, which was supposedly tested once upon a time and lo and behold, same error. So I'm starting to wonder if it's the power supply or in need of recapping...

I think it's a little suspicious that they got the same error at the same address with the same value.

No kidding. This happens with and without memory. The only thing I can think of is a bad breakout board (the edge connector on the system board plugs into a socket, which then gives you all the ports on the rear. Just in case, I replaced a few tantalums - mostly because I had some 22uF caps handy. Both new and old tested about the same (sadly, just learned my Fluke 179 can measure capacitance). I've had this error on three boards, so I can't figure out what the hell is going on, though all three have bad NVRAM modules. I even tried a working NVRAM from a SS5 (albeit programmed for the SS5) and that made no difference, either.
