That seller is local to me. I just happened to pick up a couple of eBay purchases from their location today.

I've seen that Texas Instruments VPU200 item listed a few times. I've never been curious enough to look for information about what that thing does. Looks like it might be a somewhat special purpose item than might not be too easy to do anything interesting with it.
