EPSON PC-386 Note W boot problem

I just got an EPSON PC-386 Note W notebook.
It displays an error message that says "Please set system disk" when I turn it on.
The floppy appears to be experiencing a mechanical issue because the entry and departure of the floppy disk are not smooth.
How can I access the BIOS to change the order of the boot devices? Or should I concentrate on fixing the floppy drive?
Without an HDD, it only has two floppy drivers.

I restored the functionality of the back light by changing the fuse and caps.:)

Did you notice the leaking CMOS battery? That’s gotta go. Also saw a couple of leaking capacitors near the battery connector, and on the CPU card. Looks like a neat laptop!

Yes, I noticed that battery and caps.
Last weekend, I had dropped the battery and change the leaked capacitors with tantalum capacitors.
Now it can boot from floppy.
But making a PC-98 system floppy disk is a tricky thing. This computer does not have a hard disk. Therefore, the computer must be booted from a floppy disk. And making this antique PC-98 floppy disk from a modern PC is a tricky thing. I haven't been able to fully solve it yet. At present, only a boot floppy disk has been made through the BIOS, and there are only a few boot files in the floppy disk.
