Identifing tantalum caps values.

I have worked and identified tantalums before but this has me stumped. A while back I purchased a NEC EGA card with the eventually use using in my 5170. However, the card did not work and repair would be required. The board looks to be in very good condition and my only suspect are the 11 tantalum caps on the card. Some of the look a bit dodgy so I think it might be worth a try to replace them. All the caps are the same value but I cannot figure out the value. The tantalum caps say this:

The caps are mostly blue and say 15 on top and 16 on the bottom with a + next to the 16. What value is this cap? 15uf 16V??

That would be my first guess, with the + indicating the anode side of the cap.

It's just a little odd that there is no multiplier.

I've got tanalums like that. All are whole-microfarad rated. There was apparently no reason to confuse things with a multiplier.
