Possible PDP-11 Floppies. How can I read them?

Hello, everyone. I recently purchased a box of 8" Floppies, on eBay. They are in a plastic box labeled "RT/TSX + LEX 11 Billing VMF's." After doing some research, I have come to the conclusion that they are from an old PDP-11 computer. Am I correct in my assumption?

Assuming that I am correct, how would I read these discs? I do not have access to a PDP-11 (Although I very much would like to own one, in the future), so I am considering creating on from parts. However, I have no idea where to start, as my experience is almost exclusively in collecting old home computers.

Do you have any suggestions? Thank you, in advance.

Find someone with a Catweasel hooked to an 8" drive on a PC. If these are RX02 (DEC funny MFM), one of Tim Mann's tools will read the things. If they're RX01, then any standard controller capable of FM encoding will handle them. The RX02 double-density format is basically FM sector headers, with MFM sectors, but with some substitutions for some encodings.
