Does anyone know if the IBM 8203-E4A is an iSeries or pSeries system? What OS is supported?

You would need the microcode license for IBM i correct? Not AIX and Linux?

I really don't know. You may need licences to enable the CPUs that is no matter what you run on it. It only runs things in VMs and the box is delivered with "zero" CPUs enabled and the microcode features enable.
Lots of modern IBM systems are delivered with Hardware that you can't use without paying to unlock it. It allows them to deliver seamless upgrades but it shows how overpriced some of the hardware is.
