Try using steel wool or fine emery cloth first. I tend to use 0000 steel wool on ribbon repairs. Just make sure you don't get the metal dust/shavings into the keyboard. Would suggest putting it in a shopping bag. And make sure where you do this on the cable , the underlying surface is flat. Won't lie, its a real delicate fiddly job.Main thing I worry about is scraping back the top layer of the ribbon to get the copper. Applying the glue should be fairly straightforward with a careful hand and masking tape as you said.
